Legislation is being brought in October 2012 that will see freelancers and contractors with agencies, automatically enrolled onto a pension scheme if the payroll is above a certain size.
At the moment the implementation of these changes will be staggered over four years.
Anne Fairweather, head of public policy at the REC says: "This would create significant competitive distortions in the agency work market where the cost of a workers'' wages is crucial. It would also be confusing for workers who would be subject to enrolment in some agencies but not others."
